'e'-Adangal
Adangal is the basic land register maintained by the Village Administrative Officers for each village, whichcaptures season wise crops cultivated by the farmers, its yield, irrigation source etc., and the data so collected is used to generate G-Return (total cultivation statistical report) .
It is an essential document for giving relief to the farmers for crop damage whose crops are damaged due to flood, drought and insect infestation.
The Adangal is manually written by Village Administrative Officers, till 1428 fasli year, which is laborious and time consuming.
In order to ensure accuracy of the register and to simplify the process of making entries in Adangal and its maintenance by the VAO and simplification of the entire process, the Government in G. O. (Ms) No. 258, Revenue & Disaster Management Department, dated 17.08.2017 have issued orders for digitization of Adangal.
The Hon'ble Chief Minister of Tamil Nadu has launched the web based e-Adangal application on 26.10.2018 and the Hon'ble Minister for Revenue and Disaster Management has launched the e-Adangal Mobile Application on 05.03.2019.
In the present system, an individual farmer has no role in the input data of the Adangal register made by VAOs. In order to empower the farmers, they are allowed to record their crop details in the e-Adangal App, which is accessible to the VAO.
Whenever there is a mismatch between the entries made by the Village Administrative Officer and a farmer, provision has been made for automatic reference of the entry to the next higher level officer to verify the correctness of the entry.
The other stakeholders like Agriculture, Horticulture, Sericulture and Statistics department officials are also authorized to make entries of crop raised in their jurisdiction in a separate window in the e-Adangal thereby enabling the automated reconciliation of the crop data and eliminate the manual process of reconciliation. Farmers can view their Adangal entry freely and can download the e-Adangal extract at their doorsteps or at the Common Service Centers.
Salient features of the e-Adangal application:
The e-Adangal application facilitates the farmers to make entries of crop raised by them in their agricultural field and captures the authentic information necessary for Government.
The application brings more transparency in Government process by enabling the farmers to view cultivation details free of cost and download the 'e-Adangal' extract anytime and anywhere on payment of a fee once the monthly G-Return is approved.
In order to protect the interest of the farmers, whenever there is a mismatch between the entry made by farmer and the entry made by the Village Administrative Officer, the application automatically refers the mismatch for 100% verification by the immediate higher authority.
The application also captures the picture/image of the land along with the details of Survey No., Date and Time of entry and the GPS coordinates which are embedded in the picture.
The application simplifies the existing process by bringing all the necessary details in a dropdown feature for selection thereby easing the work of Village Administrative Officer and also by providing them a provision to access the information entered by the farmer.
The application also paves way for the higher officials to monitor the entire work done by their subordinates and also facilitates them to make entries of crop raised in the field, thereby ensuring the reliability of crop data collected and enabling effective supervision.
The application will help to ensure transparency in administrative process as well as accountability of the officials involved in this process.
The application facilitates other department officials to make entries in a separate window of the application regarding the crop raised within their jurisdiction, thereby helps in automatic reconciliation of the crop data and eliminates the manual process of reconciliation. Field level mismatches can be detected & referred automatically to the higher level Revenue authorities for field verification and for the final decision by them.
This application will also help the revenue officials to generate automatically the other accounts such as,
- Account No.1 ' Monthly Cultivation Account.
- Account No.1A ' Crop wise Abstract of Monthly cultivation.
- Account No.2C ' Trees in Government lands.
- Account No.2D ' Irrigation details of the lands in a village.
- Account No.2F ' Classification-wise land abstract.
- Account No.7 ' Details of Encroachment in Government lands.
G-returns.
The data reliability will strengthen agricultural department's policies relating to inputs, seeds, crop diversification, micro irrigation management etc.
The application will be helpful for both the Central and State Governments in Policy formulation, Budget allocation, restructuring agricultural schemes and regional level planning, formulating advisories to the farmers etc.
The application also reduces the unproductive work performed by the officials in writing the standard details of farmers every year that are repetitive in nature and there by saves energy, time and stationery and enables them to concentrate in other essential work.
The data that is available in the application will be very helpful for crop specific and location specific analysis, which will be essential for regional planning & reduce regional disparities.
The data collected with respect to the crop cultivation and yield percentage will be very useful for making decisions relating to entire agricultural chain covering procurement/ storage/ marketing etc., and will be able to offer better end to end solutions to the farmers.
The e-Adangal application will also enable identification of different crop which are ripe for harvesting at the District Level, Sub-Division Level, Taluk Level, Firka Level, and the Village Level so that appropriate marketing strategies as well as policies can be formulated for establishing cold chain and Agro-processing industries.
